If you are worrying about the time taken to turning off and starting your windows,
Instead of turning off your Computer you can use the hibernate feature in windows xp.
To do this,
1.Hold down the “shift” key in the shutdown dialog to change the “Stand By” to “Hibernate“.
2. Or You can just press H to hibernate [...]

If you want to show or hide the “Common Tasks Panel” (blue bar with additional options on the left side) you may simply need to turn on Common Tasks to do it.
1. Click on the “Start” Button.
2. Select “My Computer“.
3. Go to Tools –> Folder Options.
4. Check ” Show common tasks in folders” option.
